Uzbekistan limits creation of state-owned companies starting from October 1

President Shavkat Mirziyoyev signed a decree On additional measures to further develop the competitive environment and reduce state participation in the economy. This was reported by the O’zbekiston 24.

According to the decree, from October 1, it is not allowed to create companies with state participation, persons affiliated with them and state institutions, except those created for the purpose of defence and national security, in those niches where there are five or more private companies on the same product market.

The decree also provides for changes in the mechanism of public procurement. In particular, from January 1, 2021, performers, within 2 days from the day they are declared winners, are required to disclose information about their beneficiaries, who have control of 25% or more.

The authorities as a whole will begin to focus more on the principle of the Yellow Pages Rule. Its essence is that the state should give to the private sector the production of all goods and the provision of all services, if their suppliers can be found in the telephone directory.

It is expected that as a result of these and other measures:

the number of monopolistic enterprises will be reduced by 40%;

the international rating and investment attractiveness of the country will increase;

the presence of business will expand;

the number of jobs will increase.
