Implementation of Uzbekistan’s national human rights strategy in progress

Development of 33 bills, ratification of 8 international treaties and much more is provided for in the implementation of the National Strategy on Human Rights. Such a document as the National Strategy of the Republic of Uzbekistan was adopted this year for the first time in the history of the country. The strategy and "Roadmap" for its implementation were approved by the Decree of the President of the country from 22 June 2020.

The task of conducting constant monitoring of the quality and timeliness of the implementation of the National Strategy and, accordingly, the Roadmap is entrusted to the National Center of the Republic of Uzbekistan for Human Rights.

It is important to note that information on the approval of the National Strategy of the Republic of Uzbekistan on Human Rights was published in six UN languages and circulated as an official document of the 74th session of the United Nations General Assembly.

Within the framework of the National Strategy, the adoption of 53 normative legal acts, the development and implementation of a set of 37 measures, as well as the ratification of 8 international treaties were determined.

The development of a total of 33 bills is envisaged, of which projects: new laws - 20, laws on amendments and additions to existing laws - 4, existing laws in the new edition - 9.

Note that a number of laws have already been adopted, in particular, "On Amendments and Additions to the Law of the Republic of Uzbekistan" On Combating Trafficking in Human Beings "from 17 August 2020. It will enter into force 6 months after the date of its official publication. The purpose of the new law is to regulate relations in the field of combating human trafficking, to strengthen guarantees for the protection of the rights and legitimate interests of citizens who have suffered from human trafficking.

On the basis of international documents, including the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the relevant acts of the UN and the OSCE, a new draft law “On freedom of conscience and religious organizations” has been developed. The bill is aimed at regulating the right of everyone to freedom of conscience, equality of citizens regardless of their attitude to religion, relations between government bodies and religious organizations in ensuring interethnic and interfaith reconciliation in society.

In addition, the Legislative Chamber adopted and approved by the Senate the laws "On employment of the population" and "On the rights of persons with disabilities."

The new edition of the draft Labor Code has been put up for public discussion. At the same time, five codes are being developed in a new edition: the Criminal Code, the Criminal Procedure Code, the Civil Code, the Criminal Executive Code and the Administrative Responsibility Code.

The legal base of the bodies of the judicial community is also being formed. The preparation of new draft laws “On the Bar and Advocacy” and “On Free Legal Aid” has begun.

This year, on 12-13 August, the Samarkand web forum was held, dedicated to topical issues of protecting the rights of youth. The Forum adopted the Samarkand Resolution “Youth 2020: Global Solidarity, Sustainable Development and Human Rights”. Recently, the Samarkand resolution was presented as an official document of the 74th session of the UN General Assembly.

Following the meeting of the Permanent Council of the Organization for Security and Cooperation in Europe, the Samarkand Resolution was circulated as an official OSCE document. The final document of the Samarkand Web Forum on Human Rights with an official letter from the General Secretariat of the Organization of Islamic Cooperation has been sent to all OIC member states.

Currently, the text of the Samarkand resolution is posted in the system of official documents of the UN under the number A / 74/998. This document has also been published on the official website of the Commonwealth of Independent States.

The results of monitoring the implementation of the tasks set in the "Roadmap" for the implementation of the National Strategy of the Republic of Uzbekistan on Human Rights as of September 2020 showed: the deadlines for the execution of 17 points out of 78 have been completed, the work on seven points has been completed on time. It is noteworthy that the tasks set out in two points were completed even ahead of schedule. Today, hard work is underway to fulfill eight points, the deadlines for which are about to expire. Also, the work on the implementation of tasks on 61 points, the deadlines for which have not yet been completed, continues.

At the same time, information on the implementation of the tasks specified in some paragraphs of the Roadmap was not provided in a timely manner by the responsible organizations.

The national strategy of the Republic of Uzbekistan on human rights is widely covered in foreign and national media, in particular, 80 media outlets took an active part in this process, including 49 electronic, 16 printed domestic and 15 foreign media.
