Uzbek experts hold brainstorm on new education legislation

On 3 July 2020, a meeting of the working group of the Committee on Budget and Economic Reforms and the Committee on Science, Education and Health was held.

The meeting was attended by representatives of relevant ministries and departments, scientists, specialists and experts.

The discussion focused on the Law of the Republic of Uzbekistan “On ensuring employment of the population”.

The working group emphasized that the development of the new draft Law is associated with several objective reasons. For example, the current Law on Ensuring Employment of the Population, adopted in 1998, does not reflect the current state and reality of the labor market, is not aimed at solving existing problems and pressing issues in the field of labor and employment.

In addition, the current Law does not envisage the promotion of entrepreneurship, self-employment, the development of private plots of land and the training of unemployed professions, the use of new information systems when taking into account work experience.

The current Law is not a law of direct action and includes outdated norms and rules that are not effective in the current conditions.

Thus, the need arises for the legal regulation of new relations related to employment, protection against unemployment, regulation of the labor market and labor migration.

It was noted that the Law defines the activities of financial institutions, which are instruments for financing the implementation of state policy in this area, as well as such funds as the Public Works Fund, the Fund to support and protect the rights and interests of citizens working abroad.

At the same time, experts spoke about the goals and essence of the adoption of the draft Law, foreign experience and expected results.

It was also noted that the adoption of the Law is important in the qualitative development of the labor market and employment, the creation of stimulating factors to improve the quality of the national workforce, the strengthening of the employment of people in need of social protection, their material support, the creation of a modern infrastructure and institutional environment in the labour market, expanding the scope of labour services.
